After the battle of Gettysburg, in pursuing Lee's retreating army, Meade had elected to take the vast majority of his surgeons, medical supplies and ambulances with him, leaving behind some 21,000 Union and Confederate wounded writhing in crowded field hospitals under the care of an exhausted medical staff. In response to the alarming reports from the isolated town, a huge outpouring of civilian help began to flow. Hampering the operations were those seeking to profit from the distress, including local farmers who demanded exorbitant prices from Union soldiers seeking evacuation.
