The investigation into the most suitable place for a harbour to be constructed by convicts, with opinions on such sites as Aberdeen, Peterhead, Arbroath, Stonehaven, Fraserburgh etc. Includes some excellent maps of the proposed harbours, eleven hand-coloures plans of the areas and one large folding plan of the Scottish coast showing strandings of vessels between Fife Ness and Dunnet Head, as well as the Orkney and Shetland Islands from 1871 to 1883. Appendices detail the ships, place of origin, cargo, description of casualty, result of events etc. The Government Report was presented to Parliament in 1884 and although pages are browned, the maps are in very good, crisp condition. Pope Hennessy wrote to the Earl of Derby in March 1884 clarifying a speech he had made which had been incorrectly reported by a member of the Council of Government of the Mauritian race - a man who had in fact voted in favour of flogging as a punishment. He then went on to criticise cases where this had been carried out. Includes notes on the Amendment of the Flogging Laws, including abolition of cat-o'-nine tails. Letters are in English with French translation, or vice versa. Presented to Parliament 1884. Price:
