The Royal Commission was set up to 'Investigate the Facts Relating to and the Circumstances surrounding the Communication, by Public Officials and other Persons in positions of Trust of Secret and Confidential Information to Agents of a Foreign Power'. Held before Hon. Mr. Justice Robert Taschereau and Hon. Mr. Justice R.L. Kellock, and Commissioners. It was Igor Gouzenko who revealed the existence in Canada of a wide-spread conspiracy to obtain secret information. He was an informative witness who revealed the existence of a conspiratorial organization operating in Canada and other countries, telling not only the names and cover names of the organizers, the names of the Canadians who were caught who had acted as agents, but also exposed the set-up of the organization, its aims and methods. The full report of the proceedings, international links, recruiting methods, the individual agents (including Allan Nunn May), false passports etc. and including Summary of Findings, Recommendations, Key to Cover Names. In 1896 journalists called the murder of Pearl Bryan 'The Crime of the Century'. From the day the body was found to the execution of the murderers on the gallows, the details of the crime fascinated reporters and ballad composers alike. Newspaper accounts presented the case according to stereotypes and the author demonstrates that both the press and ballad writers were both interested in the same details - both distorting the facts to accommodate a shared pattern of storytelling. The girl's headless body was not mentioned; they made much of Pearl's 'innocence' and they ignored one of the killers - only the lover belonged to their stereotype! A fascinating study. Includes Bibliography.

He also helped to found the Metropolitan Police College library inaugurated in 1934. Part 1 deals with the historical background of Elizabethan life and Part II contains a detailed study of the five most relevant plays of the period, which contain riot scenes which vary in scope but all show a relationship fraught with problems between the governing class and the common people.
