18pp. NEWLY BOUND in black cloth with paper title label. Pages browned and little chipped. Small Law Society stamp on title page. Governor Sir J. Pope Hennessy wrote to the Earl of Derby in March 1884 clarifying a speech he had made which had been incorrectly reported by a member of the Council of Government of the Mauritian race - a man who had in fact voted in favour of flogging as a punishment. He then went on to criticise cases where this had been carried out. Includes notes on the Amendment of the Flogging Laws, including abolition of cat-o'-nine tails. Letters are in English with French translation, or vice versa. Presented to Parliament 1884.
