Pope Hennessy wrote to the Earl of Derby in March 1884 clarifying a speech he had made which had been incorrectly reported by a member of the Council of Government of the Mauritian race - a man who had in fact voted in favour of flogging as a punishment. He then went on to criticise cases where this had been carried out. Includes notes on the Amendment of the Flogging Laws, including abolition of cat-o'-nine tails. Letters are in English with French translation, or vice versa. Presented to Parliament 1884.
